Under state law, each city must have a General Plan to guide future growth and development.  A General Plan is a long-range document that includes goals, policies and programs for how a community will manage its land use, housing, circulation, natural resources, economics and public services.

Welcome to the City of Capitola’s General Plan Update website.  The City’s updated General Plan is the principal policy document that will guide conservation, development and change in Capitola over the next two decades.  Information on this site is updated often, so please check back frequently or sign up to receive updates on the General Plan.

For the first time in more than 20 years, the City is beginning an important process to update its General Plan.    The update process will be a two or three year endeavor and the City is reaching out to the community for help in creating this plan. 

While the current General Plan, which was adopted in 1989, has served the community well, it is outdated and does not adequately address many issues identified by residents.  Some of the key issues the General Plan Update may address include:

Enhancement of 41st and Bay Avenue commercial corridors;

Parking and hotel development in the Village; and

Promoting environmental and economic sustainability.

The General Plan Update process will also include the preparation of a Climate Action Plan, an updated Local Coastal Program, and an updated Zoning Code.  The General Plan update will result in a new vision and strategy to address the needs of the community.

Throughout the update process, the City will host numerous meetings and workshops to obtain public input on key issues.  The first public workshop for the General Plan Update is currently planned for March 2010.  Information about General Plan Update events will be posted on the website, www.plancapitola.com.  The City will also share information with residents through email updates, direct mailings, and other outreach materials.
